What the petition asks
The law should be amended to require developers to submit access plans at the outset of the planning application process, for consultation with residents.
Currently, access plans are ‘reserved matters’ meaning they can be submitted and decided upon later in the process, and this can create problems for residents.
Under the current system, residents can find themselves having to fight developers who want to use access roads that are privately owned to access their development. It is therefore common sense that if the developer has no access to his development other than by going through privately owned access roads, this should be made clear to residents at the outset so informed consultation can take place.
