Require public beaches to be wheelchair accessible up to the sea

I want the Government to requre this as I feel everybody should be able to have access to the beach and sea. I have seen this alot abroad and feel like we should be making places more accessible for wheelchair users. I enjoy the beach with my family but for one of my family members who uses a wheelchair often misses out on days at the beach due to limited access and this is very disappointing.
