Increase penalties for animal cruelty and set minimum sentences

What the petition asks
There should be increased penalties, and minimum custodial sentences, for animal cruelty, and not left purely to the courts to decide.
There have been too many cases of lenient sentences for people who have been found guilty of maiming, torturing and killing animals. We are supposed to be a nation of animal lovers.
