Make it a legal requirement for former employers to provide a reference

What the petition asks
When a person goes for a new job, an old employer must give the new employer a reference to confirm dates worked.
It effects people's paths to work. If an old employer refuses or ignores giving a reference it could potentially lose them a job. Especially in the healthcare industry.
