What the petition asks
I would like to introduce a dog licence , set at perhaps £500 per animal per year.
Make it a legal requirement to register and pay for a licence .The monies would cover more dog wardens, chipping the animal, pay for waste bins and animal welfare support.
Dog wardens should have the power to issue on the spot fines and seize unchipped animals. Heavier fines for non removal of dog waste and very large fines for leaving plastic excrement bags anywhere- particularly trees.
Working/guide dogs except from charge but not from fines.
