Give Class 2 drivers a Class 1 licence without needing to take the test

What the petition asks
Class 2 drivers should be given a Class 1 licence, we are active HGV drivers, professionals and have paid for a Class 2 test and then we still need to pay for Class 1.
If it safe enough for someone to go from car to Class 1 it is safe for Class 2 to go to Class 1 without a test.
If it safe enough for someone to go from car to Class 1 it is safe for Class 2 to go to Class 1 without a test.
