Upgrade psv licence holders to class 2

What the petition asks

Let's solve this shortage of class 2 lorry drivers. All PSV Drivers pass a test allowing us to drive a bus or coach carrying cargo (people) these vehicles are larger than a class 2 lorry and the cargo is certainly more valuable than what any lorry carries
