Offer the 2nd dose of a COVID vaccine to all 16 and 17 year olds

What the petition asks
We know that many services and opportunities are reopening, but some only for double vaccinated people. This discriminates against 16 and 17 year olds, most of whom have only been offered one dose. They should be offered a second dose, so they can be fully vaccinated.
