Do not count driving under 10mph as HGV drivers' hours

What the petition asks
Due to constant road works, common accidents and heavy congestion HGV drivers use up to 1 hours’ worth of driving every day doing less than 10 MPH when these queues and jams occur.
Congestion, accidents and road works seem more and more every day. This change could reduce the stress it causes on HGV drivers as they worry they will run out of driving time, incur a infringement, risk a disciplinary from work as this has an effect on our employees operator license. This is also stressful trying to get to a motorway services to rest for the end of shift, the change will give us the drive time we have lost to find a suitable safe place to rest as not all layby's are available.
