Make it a criminal offence for off lead dogs attacking on lead dogs in public.

What the petition asks
Currently as the law stands, if a person is walking their on lead dogs in public and it is attacked by an off lead dog, the owners are owners of the latter are not liable. This needs to change, the owners should face prosecution.
Responsible dog owners are being faced with watching their beloved pets being mauled to the point of life changing injuries or possible death. Owners of the attacking dog should be fined or possibly prosecuted. Currently owners are only advised to put a dog on a lead in public where children may be. Some dog owners see their pets as their children.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
