Move start of BST forward to the last Sunday in February

What the petition asks
Move the start of BST to the last Sunday in February, to achieve parity closer to the dawn and dusk times of the autumn clock change. This would give the UK one month longer in British Summer Time (BST) and one month shorter GMT (Greenwich Mean Time).
