Ban noisy fireworks for anything other than public display

What the petition asks
I would like the Government to ban the use of fireworks that are not low-noise or "silent" by private individuals. Noisy fireworks should only be permitted for public displays. My dogs are absolutely petrified of the noise to the point they are quivering, panting and getting in a state.
People don’t seem to realise the impact fireworks can have, which can cause heart attacks in pets due to stress. Around here the fireworks sometimes sound like canons. I’m finding it really unfair on my dogs. I know there are laws on cut off times but they still carry on till the early hours eg: between 2-3 am in the morning. I’m having to stay up with my dogs to keep them calm which is a job in its self. There is no consideration whatsoever for animals indoors or outdoors.
