Require all e-scooters to have a registered reference number/licence plate

What the petition asks

In 2020 police forces recorded 484 casualties resulting from 460 e-scooter incidents. There needs to be a way to check these vehicles, in the same manner as other motor vehicles.
Young, old and frail people are too often involved in such accidents, which can result in life-changing injuries.

These scooters are legally only permitted where there is a pilot scheme, and are not supposed to be ridden on pavements but users do just that, knowing they cannot be identified from the scooter.

Cars must have an identifying licence plate and be registered by the user, so why not have a similar system for scooters.
