Introduce testing, tax and vehicle registration/MOT requirements for cyclists

What the petition asks

Cyclists should be required to take theory and practical tests to use the road. Cyclists should pay vehicle excise duty. Cyclists should have at least third-party insurance. Bicycles should be registered, traceable and have yearly roadworthiness check.
If cyclists are to use the road then similar safety regulations should be applied to cyclists to ensure road safety for all. Cyclists can also have accident and crash into pedestrians yet they currently do not need insurance to cover this. Cyclists use the road and therefore should be annual vehicle excise duty to help fund road maintenance for all users.
