Child benefit entitlement to per household rather than individual income

What the petition asks
Would like you to change child benefit (which everyone is entitled too) to reflect on a household income rather than an individuals income. Right now you are penalised if you earn over 50,000. Yet two parents can earn up 99,999 annual income of 49,99 each and be fully entitled to child benefit.
Like above some/alot of households will be earning more than others together who are penalised.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
