DVLA not changing vans to motor caravans when they are clearly no a van

People have complying to the DVLA web site and converting there van to a motor caravan and yet the DVLA are saying although the inside is like a motor caravan the outside is not ,when they clearly are .and the DVLA have passed vans that look like vans with windows and classed them as motor caravans
