What the petition asks
Create a landlords charter where good landlords can register their properties as met an agreed standard and can list rogue/bad tenants so that other private landlords do not suffer loss of income and/or damage to their properties.
Also list good tenants so references are validated not fraudulent.

To protect good landlords from rogue/bad tenants as suffering at the hands of one could leave landlords with only 1 or 2 properties in a very vulnerable place financially. This would also ensure the standard of properties rented out.
Why it was rejected
It asked for something that is not the responsibility of the UK Government or Parliament.

Decisions about sharing information about tenants and prospective tenants are a matter for individual landlords, provided the data is shared in a way that is consistent with data protection legislation.
