Allow parents access to nursery setting, even if this is staggered and intermittently.
Children that joined nursery in 2020 will be the only kids to fully suffer this loss. Having gone 2 years with no parent access to nursery. Those that joined primary school in august 2021 had parent engagement in their first nursery year (2019/20) and they have suffered massively in their first year of primary
