Fund a "National Railcard" for all rail travellers

What the petition asks
This petition calls on the government to fund a new railcard that covers the entire network with no circumstantial restrictions (e.g. age, disability) and entitles the holder to 33% off all off-peak tickets.
At the moment, rail fares are rising and, coupled with a cost of living crisis, fewer people are travelling by train, meaning that rail companies are on course to make less money.
The introduction of a national railcard should be a huge boost not just to the rail industry, but also the tourism industry as reduced fares would surely entice more people to travel by train to popular tourist destinations, in addition taking more cars off the roads.
