Cap meal expenses for MPs and Lords at 30p.

Lee Anderson MP says people can make meals for 30p a go. In this cost of living crisis we need MPs et al to take the lead, tighten their belts, and live like they expect us to. The cap applied to all HoC and HoL staff.
