Require a licence to own certain dog breeds

I want mandatory licencing to come into effect for certain breeds because incidents of dogs attacking people, many of them children, are on the rise,

I don't want to see a breed be banned because there are irresponsible owners but I would like the Government to recognise and take the opportunity to better protect the public by requiring people to get a licence in order to own certain breeds.
