Toothpaste and toilet roll should be exempt from VAT or have a 0% rate as these items are necessary for almost everyone to maintain one's health.
Toothpaste is a basic necessity recommended by all dentists to maintain healthy teeth and gums. It is not a luxury item and therefore should have 0% VAT or be exempt as a medical item.
Similarly, toilet paper is used by almost every household to maintain one's personal hygiene. It is therefore not a luxury item and should have 0% VAT or exemption status.
