Increase penalties for dog attacks on other dogs or people

What the petition asks
To have stricter laws for dog owners whose animal attacks or kills another dog, or injures a human in the process of the attack. The penalties for allowing a dog to be out of control in public should be more severe, and the law must hold the owners accountable.
Following a recent attack where my puppy was almost killed on a public pathway by a dog who escaped from a garden, I feel this is an issue that needs raising to ensure responsible dog owners can walk their pets in safety and in the knowledge the law will protect them and their pet.
