Regulate cycle riders by way of insurance and or registration with local authority so they can be identified on roads at traffic lights zebra crossings and junctions.
For the safety of riders and pedestrians at zebra crossings as well as public foot paths, when they mount the pavement to avoid things like traffic lights that are on red/stop they are as much a danger to the public as a moped or similar, and to hold cyclist's responsible for any damage they may cause.
