Anybody paid to look after other people's animals, need to be licensed and regulated. With pet first aid and relevant insurance as a minimum.

There have been a number of issues both minor and major including death of the animal, uk wide due to neglectful care.
All day care, boarding and kennels businesses require a license, but there is a loophole for those who work in others property, who currently do not need a license.
