Require binding referendums on petitions that receive over 1 million signatures

What the petition asks
Implement a new parliamentary petitions process that triggers a binding referendum within 3 months if a petition reaches 1 million signatures.
In addition, there should be no word limits and petitions should be published immediately. Only those containing offensive content should be removed.
We believe the current petitions process is flawed because it does not require the Government to take any action, other than a response. Debates are usually held once 100k signatures are reached but rarely results in change. Character limits in the current process can make it difficult to articulate what action you want the Government to take. The majority of mine have been rejected on these grounds.
