Require rainwater recovery for new builds and offer grants for older properties

What the petition asks
The Government should require that all new builds have underground rainwater recovery systems installed. A grant scheme should also be set up. This could be funded by additional taxes on underperforming water companies, to help homeowners to retrofit on existing properties.
We're going to see more hosepipe bans and water shortages every year due to a range of factors:
Circa 175k new properties being built every year, with the Government plan to increase to 300K
No new reservoirs built in 30 years
Climate change is causing hotter, drier summers
