Allow people to vote "for" or "against" parliamentary e-petitions

What the petition asks
There is no count of the opposing view in the existing e-petition system. This can be used to dismiss any petition outcome, because the level of opposition is unknown. Allowing people who oppose a petition to vote against it could give petitions more weight and attract more democratic interest.
This would make petitions more similar to votes in Parliament, where MPs can vote for or against a decision.
