Allow children under 10 to cycle on pavements, alone or accompanied by an adult

What the petition asks
Add an exception to the Laws Highway Act 1835 section 72 and R(S)A section 129, and Highway code Rule 64 to exclude children under 10 accompanied by an adult on bicycles.
This is a grey area which leads to confrontations between pedestrians and cyclists. It's illegal to ride on pavements and children under 10 are not subject to penalties. It's on the police discretion to issue penalty on the adults accompanying children on pavements. It's not safe for children under 10 to cycle on busy roads as they are not confident riders. Children cycle slow and therefore are not a threat to the pedestrians. The cycling adults ensure the children and pedestrians safety.
