What the petition asks

Include The Hierarchy of dog needs in the Welfare Act 2006 to reflect the needs of companion dogs. Current legislation allows suffering as opposed to Prevention of harm and Promotion of welfare as criteria is not adequate. Section 9(2) is not adequate to meet the extensive needs of companion dogs.

Michaels (2022) defines dogs to have extensive needs that stretch far beyond what is given consideration under the current Welfare Act. Those needs are placed into categories, which are;
Biological needs
Emotional needs
Social needs
Force free training needs
Cognition needs

Each category has its own set of guidance which identifies more in-depth needs of companion dogs.

Why it was rejected
