Overhaul the broken housing planning system

Council planning departments need more planning officers, to work at the Councils offices to determine planning applications on time.
Planning Officers are leaving housing departments for private companies leaving devastation and outstanding applications for not months over target but years.
Appoint a committee to study what is wrong with the planning system and employ new planning officers as well as outsourcing work to enable the determination of planning applications.Incentivise officers to deliver on timeframes. Realise what a mess the system in and to encourage officers back to work in Council officers with effective team leaders. Give these departments more help urgently.
