All petrol stations & big groceries Stores must have WC for customers in u.k

there are big stores like lidle and others,they don’t have wc facility, similarly most of the petrol stations are the same. some are so clever that they lock up the doors and says it’s out of order. I want from governments to bring all these under law to provide the WC facility.
