Increase NI contributions for higher paid & pensioners with above average income

What the petition asks
Abolish the lower rate of National Insurance contributions so everyone pays the same rate (currently 12%). In addition make those above retirement age with income greater than the national average for those in work pay National Insurance on that part of their income.
It will significantly increase the money available to fund the NHS and ensure staff are adequately paid for their work
