Increase National Insurance contributions for those on higher incomes

What the petition asks
Abolish the lower National Insurance rate for higher paid workers so everyone in work under the retirement age pays at the same rate.
Also make those above retirement age pay National Insurance on the portion of their income which is above the national average income of those in work.

The extra income will help ensure that the NHS is adequately funded and that staff are appropriately rewarded.
Why it was rejected
