What the petition asks

Provide funds and ensure an urgent action plan is put in place to improve the state of repair of roads throughout the UK.
Many local and major roads can not be used without risk to vehicles, or endangering the safety of road users, due to the desperately poor condition of public highways. These public highways are essential to the social and economic viability of the local communities and the country as a whole.

Why it was rejected

It asked for something that is not the responsibility of the UK Government or Parliament.

We can only accept petitions about things the Government or Parliament are directly responsible for.

The UK Government is only responsible for transport in England. National Highways is responsible for England's motorways and major roads, and local authorities are responsible for the maintenance of local roads.

We could accept a petition calling on the Government to increase funding for maintenance of roads in England, if that's what you want to happen.
