Remove VAT on toilet paper, as this is an essential item

What the petition asks
There is currently VAT charged at 20% on toilet paper. As this is an essential item, not a luxury. It should be either zero rated or be exempt from VAT.
Toilet paper a necessary household staple rather than a luxury item. With the current cost of living crisis the price of toilet roll has increased substantially in the last two years. This also means the amount of VAT paid on toilet roll has increased.
