What the petition asks

There seems to be a rise in the number of dog attacks around the country lately. Is this an accurate observation or are they in the media more? Either way, I know I don't want my own children, or anyone I know to be on the other end of one if these attacks again.
The government need to regulate dogs and their owners so that dogs are always under control when in a public space. Any new policy must have sufficient consequences for non-compliance along with adequate monitoring facilities.
