What the petition asks
Only Prime Ministers who complete a full term of office in Government will be eligible to submit a resignation honours list.
PMs who are forced to resign or breech the ministerial code will not be eligible regardless of the above.

It is completely inappropriate for the British people to recognise honours given to the friends or associates of disgraced or very short term Prime Ministers serving for only a few months.

It was about honours or appointments, which petitions cannot cover.
The submission of nominations for honours and appointments by outgoing Prime Minister's is a convention, and the Government and Parliament cannot prevent outgoing Prime Minister's from submitting such nominations.
