Allow on-site drug testing at festivals without a licence or permanent structure

What the petition asks
We want the Government to allow for the testing of drugs at festivals without requiring organisers to apply for a Home Office licence, which are only available for fixed sites, not mobile facilities.
The Government has created significant barriers to festival organisers from testing drugs, informing them that they now need to apply for a special license, which can take more than three months to arrange, at significant cost.
Furthermore, for these tests to be conducted Government legislation requires them to take place inside permanent buildings, despite these festivals taking place on temporary sites.
This significantly hampers the ability of organisers to plan a festival harm reduction policy.
