Hold a referendum on whether to make photo identity cards compulsory in the UK

What the petition asks
The Government should hold a referendum on whether to introduce requirements for every citizen in the country to hold compulsory identification, in the form of a photo identity card, similar to other countries.
This should include a fingerprint, National Insurance Number and NHS number, DOB, and place of birth. I believe that we are becoming a state where scammers, spammers, and hoaxers are getting away with crime with impunity.
