Grant planning permission for telecom companies to erect telegraph poles

What the petition asks
I want the government to change the rules for telecom companies to erect telegraph poles. Currently they do not need planning permission
At the current time telecom companies can now erect poles wherever they like, without planning permission and without rejection of local residents.
Currently they are erecting outside homes, pathways, causing obstruction, causing unessesary hassle.
I want legislations to be changed where they do have to grant planning permissions. Then the general public can freely object if they wish too.
