Stop the wearing of balaclavas

What the petition asks
A lot of teenagers causing trouble, stealing from people at knife point and all seem to be covering faces with balaclavas so cannot be identified. Make it an offence to be caught wearing these to deter them from committing crimes as they will be recognisable
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
