Provide parking badges for drivers with a child aged 0-5 in the car

What the petition asks
Create a parking badge like the Blue Badge for disabled people for parking spaces designated for drivers with children aged 0-5. When a child is born a driver should get a badge which will be in date for 5 years.
Most shopping places, car parks etc only have extremely limited parking for adults with small babies/children. Many people use these spaces even if they do not have a young child with them. This means people with small children have to park in less suitable spaces and can experience difficulties getting their children, pushchairs, bags, and shopping in and out of their car. Some car parks threaten fines but in my experience nothing is done about it. Having a child parking badge scheme would make it easier to identify and take enforcement action against people using these spaces improperly.
