Require cyclists to have visible identification number and insurance

What the petition asks
We want the Government to require all cyclists to have a visible identification number and insurance. This would help ensure they can be identified if they break the law, and that insurance is in place to cover any damages or injuries caused by the cyclist.
Too many cyclists run red traffic lights, speed and cycling the wrong way on one-way roads.
Without any visible form of identification it is difficult for cyclists to be held accountable for road traffic offences, and if they cause an accident it is easy for them to cycle away without being held responsible.
Why do motor vehicles require registration numbers and insurance, but cyclists do not?
