Require anyone who breeds dogs to have a licence

What the petition asks
Change in the law to require anyone who breeds dogs to obtain a licence first. There are too many poor dogs being rehomed and abandoned, in part due to too many unlicensed breeders who don't care about the dogs they breed.
We need to change the law to help with this heart-breaking situation
