Introduce screening process for dog owners

What the petition asks
Make all owners go through a screening process before they can have any breed of dog.
I believe there is no such thing as a bad dog just irresponsible owners. Large dog breeds are not the problem owners are, small dogs can be just as vicious as large dogs if not more so.
