Bring in compulsory registration for dog owners with a theory test on DDA

What the petition asks

It is my belief owners are not educated or aware of DDA and what constitutes a dog dangerously out of control

Due to this lack of knowledge a rise in dogs being out of control has led to human and animal injuries and fatalities
Create a theory test on the dangerous dogs act, which is required to pass to gain registration of each dog / owner based on section 2 & 3 of the DDA

Linked to the microchip of the dog and the owner by address

A fee required to gain registration based on the dogs weight - as seen in car tax / vehicle emissions, with a yearly fee to renew

With a reported 11 million dogs currently living in the UK better education on how to keep dogs under control in everyday circumstances,

Why it was rejected

There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
