The decision to scrap the Northern section of HS2 should be made by Parliament.
It must be properly considered and debated, with regard to costs already incurred and the impact on communities and businesses affected, with restrictions on who can purchase the land if it is cancelled. This is not a decision that should be made solely by a Prime Minister or Government.
