Require judges to continue to jail rapists that are found guilty

What the petition asks
Judges are being told not to jail rapists due to prisons being full, so violent offenders are allowed to wander the streets and put the general public in danger. Why not less violent offenders, such as personal drug users, or other crimes that don't put people in danger of life changing violence?
