Force insurers to cap prices at 15% of the value of the vehicle

What the petition asks

As of today (30/10/2023) there are no laws or regulations regarding the pricing of vehicle insurance, allowing insurers to get away with increasing prices by insane amounts. Government needs to force insurers to cap prices to 15% of the vehicles value. Paying £3k/year on a £1200 car is extortion.
Any attempts to get an insurance quote for a newly passed 17yo driver on a cheap car, Vauxhall Corsa, Volkswagen Polo, etc, will result in quotes of £5000+, even with a black box. This is unacceptable.
